EXECUTIVE SECRETARY (LAKE VICTORIA BASIN COMMISSION – LVBC) -
(REF: EAC/HR/2015-2016/002)


The Protocol for Sustainable Development of the Lake Victoria Basin, which came into

effect December 2004, established a body for the Sustainable Development and
Management of the Lake Basin, known as the Lake Victoria Basin Commission (LVBC)
as a specialized Institution of the East African Community. LVBC is responsible for
coordinating the sustainable development agenda of the Lake Victoria Basin. Within
its institutional framework, there is a Secretariat based in Kisumu, Kenya.



The Commission’s activities mainly focus on: harmonization of policies and laws on
the management of the environment in the Lake and its catchment area; continuation
of the environmental management and conservation of aquatic resources, including
fisheries; economic activities in the development of fishing, industry, agriculture and
tourism; and development of infrastructure, including revamping the transport system
on and around the Lake.



The Commission which places emphasis on poverty eradication and the participation
of the local communities is expected to make a significant contribution towards
reduction of poverty by uplifting the living standards of the people of the Lake region.
This is to be achieved through economic growth, investments and sustainable
development practices that are cognizant of the environment.



The East African Community now seeks to fill the position of Executive Secretary for
LVBC to be based at the Secretariat in Kisumu, Kenya. Applications are invited from
suitably qualified candidates who must be nationals of Burundi, Kenya and Tanzania
only due to the principle of rotation for this position.



Job Title: Executive Secretary
Grade: D1
Main Purpose of the Job: To steer the process of developing the Lake Victoria Basin
as an economic growth zone for the East African Community.



Duties and Responsibilities:
1. Responsible for overall management of the Secretariat of the Commission in
fulfilling its mandate as provided for in the Protocol;
2. Overall co-ordinator of policy formulation by stakeholders on sustainable
development and management of Lake Victoria Basin;
3. Initiating and overseeing the implementation of the prioritized strategies in line
with the Vision and Strategy Framework for Management and Development of
the Basin;
4. Co-ordinating the implementation of Partnership Agreements between the
Community and Development Partners on sustainable development of the
Basin;
5. Liaising with Development Partners and Private Sector in mobilizing funds and
establishing a sustainable funding mechanism for the Commission;
6. Preparing and harmonizing negotiation positions for partner States on matters
concerning the Basin;
7. Co-ordinating the process of resolving inter-basin conflicts related to resource
utilization;
8. Overseeing the implementation of the Lake Victoria Transport Law;
9. Developing work plans, budgets and monitoring programmes for the work of the
Commission;
10. Act as Accounting Officer of the Commission;
11. Promoting operational linkages with other similar regional and international
agencies/institutions;
12. Promoting a positive corporate culture and image of the East African
Community in general and in particular, the Commission.

Qualifications:
An advanced degree, preferably a PhD in Environmental Sciences,
Natural/Environmental Resource Management (land, water, fisheries, forestry),
Environmental Economics, Management Sciences, Environmental Law, Environmental
Engineering or related fields but with a deep understanding of global scientific issues.



Experience:
At least 15 years of experience 7 of which should be at a managerial level. Proven
experience in project/programme development, planning, implementation, coordination
and evaluation of regional scientific and technical programmes is a must.
Managerial experience in a technical environmental programme, and knowledge of
socio-economic environmental issues of the Lake Victoria Basin will be added
advantages.



Terms and Condition of Service:
The position is tenable on a five-year fixed term contract; non renewable.
The salary offered is competitive and will include basic pay, housing allowance,
transport allowance, education allowance, gratuity (payable at the end of the contract),
medical and life insurance cover.
