VACANT POSITION : EXECUTIVE DIRECTOR JOB ANNOUNCEMENT
1.0 BACKGROUND INFORMATION:
Muhimbili National Hospital is a super specialist and teaching hospital which was established by an ACT of Parliament No. 5 of 2000. The main aim of the Hospital is to provide Quality and Comprehensive Specialist and Super-specialist Health Care Services as well as offer and promote conducive environment for teaching and research. It is a multi-specialty 1500 bed hospital with a workforce of over 3000 full time employees.

2.0 POSITION DESCRIPTION
The Executive Director of the Hospital is the leader and overall Manager of the Institution appointed by the Hospital’s BOARD OF TRUSTEES. He/She reports to the Board and works very closely with main stakeholders including the Ministry of Health and Social Welfare and the Muhimbili University of Health and Allied Sciences. The position of the Executive Director, therefore, requires an innovative, dynamic and results oriented professional.

3.0 DUTIES AND RESPONSIBILITIES
The Executive Director is responsible to the Board of Trustees for the overall planning, organizing, coordinating and controlling of the Hospital’s day to day operations in accordance with the policy established by the Board of Trustees. Specifically, the Executive Director is the Chief Executive Officer charged with the following duties and responsibilities: -
Strategic Vision and Plan Development
(1) To see to it that MNH develops well focused vision and mission as approved by the Board of Trustees and to co-ordinate, evaluate and monitor their implementation.

(2) To oversee the formulation and review of MNH functional policies, strategies, programmes, plans, guidelines, systems and procedures and to co-ordinate their implementation.

(3) To manage the development of the hospital’s strategic plan,.

Organizational and Financial Management

(4) To supervise the application, and review of MNH Act, Regulations, Systems, Procedures, and to ensure that MNH legal responsibilities and interests are well protected.

(5) To direct, control and co-ordinate the functions and activities of all Directorates and Units.

(6) To ensure preparation of capital development and recurrent budget and forward the same to the Board for review and approval

(7) To co-ordinate, evaluate, and monitor performance of MNH so as to ensure that the planned activities are implemented within a given time and budget.

(8) To manage and administer the funds and assets of MNH in accordance with the highest standards and sense of responsibility; and to ensure compliance with all legal and regulatory compliance.

(9) To review audit reports and audit work and take appropriate action.

Communication and Societal Engagement

(10) To be the Chief Spokesman of MNH and represent MNH in all political, social, economic and public relations policy activities.

(11) To coordinate with relevant Ministries, agencies and other stakeholders on matters of interest to the Hospital.

Staff Management

(12) To approve all appointments and promotions and sanction all dismissals on recommendation by the Heads of departments or recommend alternative actions to be taken by the Board.

(13) To maintain a climate which attracts, keeps and motivates a diverse staff of top quality people.

(14) To see to it that researches are conducted with a view to develop new and improved methods or services.

Board Support Management

(15) To coordinate Board Meetings and ensure that proper record of the proceedings are maintained.

(16) To keep the Board and the Government fully informed on all aspects of the hospital activities and programmes.

Fundraising and Development

(17) Create, implement and manage MNH’s fundraising and development plan with the goal of maintaining financial sustainability of the Hospital.

(18) Ensure the organization’s long-term fiscal health and viability,

(19) Develop a strategy for expanding MNH’s fund raising possibilities.

4.0 MOST CHALLENGING ASPECTS OF THE POSITION

1. To get commitment and involvement of motivated staff.

2. To generate revenue and solicit donations in order to bridge a wide gap between the Actual Institutional Budget and the Government Subventions.

3. To inculcate and sustain a culture of Quality Health Care Delivery among hospital staff.

5.0 PERSONAL ATTRIBUTES
• Able to demonstrate in-depth knowledge of principles of new public management and familiar with health reforms.

• Good leadership skills and qualities.

• Able to provide equality right to both non medical and medical carders.

• Able to communicate with proven interpersonal skills.

• Medical background is essential/ preferable.

• Veracity in the critical management skills of transformation leadership, action planning, performance and total quality management, team building, decision making, problem solving and change management.

6.0 QUALIFICATIONS & EXPERIENCE
• A Medical Professional with at least a Masters Degree in Medicine or equivalent qualifications in one of the medical/surgical related fields. Must have at least ten (10) years of proven experience in administrative duties with Hospital Managerial skills.

• Good working knowledge of computer applications is essential.

• Strong analytical, communication, strategic planning and interpersonal skills with demonstrated track record of achievement, initiative and highest ethical standards.

• Additional qualifications in Leadership and Management will be an added advantage.

7.0 SALARY & BENEFITS: The right candidate for this post shall receive an attractive salary and benefits as fixed by the Board of Trustees and approved by the Government from time to time.

The ministry of health and social welfare through the global fund for malaria Grant, is advertising three posts for additional staff for national malaria control programme(NMCP)

1. MALARIA SUPPLY CHAIN OFFICER- ONE POST
Role and responsibility:
• Liaise with LMU upstream logistic coordinators on the forecast, quantification, ordering, receipt and storage at the central store of malaria drugs and supplies for manufacturers.
• Liaise with LMU downstream logistics coordinators on the distribution of malaria drugs and supplies to zonal store, storage at zonal stores and distribution to health facilities.
• Prepare monthly report on the receipt and pipeline quantities of malaria drugs and supply every Tuesday of the first week of each monthly and submit the same to PM-NMCP.
• Any other duties determined by head of malaria case management NMCP.
• Responsible to the head of malaria case management- NMCP.


REQUIRED QUALIFICATIONS:
• Bachelor Degree in Pharmacy (Postgraduate Degree in Public Health, supply management, or related field, will be an added advantage.)
• At least de two experiences progressively responsible in supply chain management.
• Demonstrate skills in information systems and advert Microsoft office applications.
• Experience in logistics/ supply chain management of management of public health commodities is desirable.
• Experience and knowledge in procurement will be an added advantage.
• Excellent communication skills are important.



2. DATA ANLYST (STATISFICATIAN- ONE POST)
ROLE AND RESPONSIBILITY:
• Data cleaning and merging from different data set (DHIS, SMS for life ILS gateway, survey etc.)
• Data organization, analysis, interpret and dissemination.
• Produce key statics outcome and written descriptive reports on monthly quarry, bi-annual, annual and whenever see necessary.
• Any other assignments given by head of surveillance, monitoring and evaluation
• Report to the head of surveillance, monitoring and evaluation.


REQUIRED QUALIFICATIONS:
• Bachelor Degree in statistics (postgraduate degree in public health statistics or related field will be an added advantage.)
• At least two years’ experience progressively responsible in data analysis.
• Demonstrated skills in information systems and advanced Microsoft office applications.
• Excellent communication skills are important.


3. DRIVER- ONE POST
ROLE AND RESPONSIBILITY:
• Report to the transport office of the NMCP pool assigned vehicles.
• Fill logbooks take care management of vehicle including fuel consumption.
• Drive other program vehicles whenever need arises.
• Preforms any other assigned activities relating to driving


REQUIRED QUALIFICATIONS:
• Form IV ordinary level certificate with class c driving license.
• Excellent communication skills are important.
• NIT/VETA course in an added advantage.
Salary
Salary of all officer will be paid through the global fund grand (SSF-malaria) and s will be according to the approved MoHSW rates.
