1. Manage program M&E framework and workplan:
• Support the M&E manager and Director of Research to manage the overall implementation of the Monitoring and Evaluation (M&E) policies, guidelines and procedures relevant to the project
• Enhance the M&E system to ensure efficiency, and relevance thereby contributing to increased sustainability of the program
• Develop, monitor and report against program indicators and M&E plan
• Prepare individual M&E reports, report summaries, and annual summary reports on M&E activities and results
• Prepare plans and work programs covering methodology development as well as monitoring, review, and evaluation of the project
QUALIFICATIONS:
• A graduate degree in health, demographics or related field or equivalent experience in social, medical, or biological sciences.
• Minimum five years of relevant developing country work experience; Sub Saharan Africa experience a plus
• Demonstrated ability to build capacity of team members in M&E
• Minimum five years of experience in monitoring, evaluation, and qualitative and quantitative research related to public health and large donor-funded projects.
• Demonstrated experience and familiarity with data analysis tools and with system management databases.
• Experience in the design, management, analysis, and dissemination of behavioral research and other strategic information in public health
• Knowledge of PSI methodologies in research and marketing, communications and distribution
• Knowledge of consumer marketing concepts and approaches
• Working knowledge of public health program planning and implementation
• Excellent verbal, written, and interpersonal skills
• Good organizing, planning skills with attention to details
• Ability to handle heavy workloads and meet deadlines as required
• Self-starter and ability to work with minimal supervision
• Good computer skills (Word, Excel, Powerpoint)
• Ability to work efficiently and quickly in a fast paced environment

PSI Tanzania is searching for a Director of Information Technology for an anticipated USAID-funded, social marketing project to take us to the next level in scaling up products and service provision through the use of information technologies. The Director of ICT will ensure that PSI’s information and communication systems at all levels enable efficient health impact at scale We are looking for an experienced, resourceful, and creative ICT professional.
YOU WILL
Own and drive the strategic planning of information and communication technology systems
Evaluate emerging needs across the organization, and plan, coordinate and execute ICT resources to support those needs
• Advances existing ICT initiatives meant to build incentives through the value chain from PSI to consumer in order to increase efficiencies and uptake
• Collaborate regularly with the Director of Marketing and Sales to use ICT in demand side and supply side interventions
• Collaborate regularly with the Director of Research to use “big data” to inform decision making, as well as enhanced use of routine monitoring data

• Liaise and establish partnerships with stakeholders implementing or innovating new ICT approaches in Tanzania
• Develop a vision for integrating core business systems, and building apps for key business process

WHAT WE’RE LOOKING FOR. IS THIS YOU?
“Street Cred.” You have 8-10 years’ experience generating tangible results in related ICT field and a Master’s degree from an accredited college or university with a degree in a related field;
• Ability to effectively translate business needs into sustainable technology solutions.
• Demonstrated experience supporting the ICT needs of a geographically decentralized international organization.
• Experience managing an outsourced or co-sourced operational IT model.
• Leadership experience in the designing and implementing information management platforms.
• Experience with project management, building work plans, timelines, documenting plans and developing processes and procedures.
Curious and Flexible. You’re an information sponge and understand what worked yesterday won’t necessarily work today (or tomorrow), that each context is different. You have an ability to adapt quickly to changing environments.
Analytical. You know your way around a calculator, have a thorough knowledge of consumer and market research, and can speak in cost accounting terms.
