Background
The Country Programme Assistant (CPA) post is located in an IFAD country office and reports directly to a Country Programme Manager or Country Programme Officer. S/He is accountable for a range of administrative and programme support functions pertaining to coordination and execution of field operations. The CPA’s key results/major activities include:
• Project/Programme Support;
• Office Management and Logistical Support;
• Office Support.
Duties and Responsibilities
Peoject/ Programme Support:
The CPA ensures the availability of timely, complete and accurate information and data for project and programme decision-making by, among other tasks:
• Undertaking basic research and performing comparative analysis of project/programme related data;
• Monitoring project implementation against established milestones, ensuring timely compliance with agreed deadlines;
• Acting as focal point in the review of the completeness of data in the RIMS reports with key monitoring and evaluation information; and entering the data into the IFAD system.
Office Management and Logistical Support:
The CPA ensures that the full range of activities pertaining to country programme administrative operations follow established regulations, rules and procedures and that coordination with the host agency (e.g. UNDP, WFP, etc.) at the country level is effective and collaborative.
• Administrative responsibilities span travel, human resources (HR) and procurement, including inventory support, logistical arrangements related to missions and workshops in the country;
• Ttimely and accurate data entry in and extraction of data from IFAD systems;
• Maintenance and administration of the country office budget under instructions from the CPM.
Office Support:
The CPA ensures a full range of effective support to the CO’s professional staff including efficient incoming and outgoing communications (phone, hard copy and electronic):
• Final formatting and as required drafting recurring components of project and administrative documents, reports, correspondence, briefs, tables and graphs;
• Preparing and disseminating documentation for meetings;
• Establishing and maintaining office records including filing systems (hard copy and electronic);
• Uploading and profiling required documents in the Operations Library, and sharing information with project partners, especially the Country Programme Management Team (CPMT);
• Overseeing the maintenance of IFAD office furnishings and equipment.
Managerial Functions:
The Country Programme Assistant is accountable for integrity and transparency in the administration of IFAD resources.
• This includes providing inputs into the country office budget preparation exercises and monitoring sub-allotments issued;
• Implementing procurement processes and assisting in contract close-out procedures;
• Effective use of ERP functionality for improved business results, simplification of transaction and reporting processes and improved client services.
Impact of Key Results/ Key Performance Indocators:
The key results have an impact on the overall performance of the country office and success in the implementation of project/programme activities. Accurate data entry and presentation of information ensure proper programme decision-making. In the absence of a national Programme Specialist, the CPA is the institutional memory of and the continuity for the country programme. S/He is accountable for the full spectrum of administrative and standard project/programme support activities.
Representation/ Work Relationship:
The Country Programme Assistant works in close collaboration with the professional staff in the CO, host agency counterparts and IFAD HQ to exchange information in support of programme delivery and administrative support. The incumbent is continually involved in enlisting the support and cooperation of the host agency as well as administrative units in HQ on a wide range of administrative matters.

Required Skills and Experience
Education:
• Secondary Education Diploma in business administration is required or related field such as accounting procurement and finance.
Experience:
• At least five (5) years of progressively responsible administrative and/or programme experience of which at least one year of direct experience with UN administrative rules and regulations procedures and guidelines is required.
Computer skills:
• Full command of ERP information management systems and Microsoft applications (Word, Excel, PowerPoint) and electronic communications.
Language:
• Excellent written and verbal communication skills in English;
• Working knowledge of another official language (Arabic, French, or Spanish) is desirable.

VACANT POSITION: EXECUTIVE DIRECTOR
1.0 BACKGROUND INFORMATION:
Muhimbili National Hospital, which was established by an ACT of Parliament No. 5 of 2000 as an autonomous Public Institution in the year 2000, is a super- specialist and teaching hospital. The main aim of the Hospital is to provide Quality and Comprehensive Specialist and Super-specialist Health Care Services as well as offer and promote conducive environment for teaching and research. It is a multi-specialty 1500 bed hospital with a workforce of over 3000 full time employees.
2.0 POSITION DESCRIPTION
The Executive Director of the Hospital is the leader and overall Manager of the Institution appointed by the Hospital’s BOARD OF TRUSTEES. He/She reports to the Board and works very closely with main stakeholders including the Ministry of Health and Social Welfare and the Muhimbili University of Health and Allied Sciences. The position of the Executive Director, therefore, requires an innovative, dynamic and results oriented professional.
3.0 DUTIES AND RESPONSIBILITIES
The Executive Director is responsible to the Board of Trustees for the overall planning, organizing, coordinating and controlling of the Hospital’s day to day operations in accordance with the policy established by the Board of Trustees. Specifically, the Executive Director is the Chief Executive Officer charged with the following duties and responsibilities: -
Strategic Vision and Plan Development
(1) To see to it that MNH develops well focused vision and mission as approved by the Board of Trustees and to co-ordinate, evaluate and monitor their implementation.
(2) To oversee the formulation and review of MNH functional policies, strategies, programmes, plans, guidelines, systems and procedures and to co-ordinate their implementation.
(3) To manage the development of the hospital’s strategic plan,.
Organizational and Financial Management
(4) To supervise the application, and review of MNH Act, Regulations, Systems, Procedures, and to ensure that MNH legal responsibilities and interests are well protected.
(5) To direct, control and co-ordinate the functions and activities of all Directorates and Units.
(6) To ensure preparation of capital development and recurrent budget and forward the same to the Board for review and approval
(7) To co-ordinate, evaluate, and monitor performance of MNH so as to ensure that the planned activities are implemented within a given time and budget.
(8) To manage and administer the funds and assets of MNH in accordance with the highest standards and sense of responsibility; and to ensure compliance with all legal and regulatory compliance.
(9) To review audit reports and audit work and take appropriate action.
Communication and Societal Engagement
(10) To be the Chief Spokesman of MNH and represent MNH in all political, social, economic and public relations policy activities.
(11) To coordinate with relevant Ministries, agencies and other stakeholders on matters of interest to the Hospital.
Staff Management
(12) To approve all appointments and promotions and sanction all dismissals on recommendation by the Heads of departments or recommend alternative actions to be taken by the Board.
(13) To maintain a climate which attracts, keeps and motivates a diverse staff of top quality people.
(14) To see to it that researches are conducted with a view to develop new and improved methods or services.
.Board Support Management
(15) To coordinate Board Meetings and ensure that proper record of the proceedings are maintained;
(16) To keep the Board and the Government fully informed on all aspects of the hospital activities and programmes;
Fundraising and Development
(17) Create, implement and manage MNH’s fundraising and development plan with the goal of maintaining financial sustainability of the Hospital;
(18) Ensure the organization’s long-term fiscal health and viability;
(19) Develop a strategy for expanding MNH’s fund raising possibilities.
4.0 MOST CHALLENGING ASPECTS OF THE POSITION

2. To generate revenue and solicit donations in order to bridge a wide gap between the Actual Institutional Budget and the Government Subventions.

6.0 QUALIFICATIONS & EXPERIENCE
• Holder of at least Masters Degree in any Medical Field, Health Management Systems, Hospital Administration OR equivalent qualifications.
• Persons in other fields, but with proven track record and experience in management of a similar large health care facility shall also be considered.
• Must have at least ten (10) years of proven experience in administrative duties with Hospital Managerial skills.
• Good working knowledge of computer applications is essential.
• Strong analytical, communication, strategic planning and interpersonal skills with demonstrated track record of achievement, initiative and highest ethical standards.
• Additional qualifications in Management will be an added advantage.
• Applicants must be at most 56 years of age by the time they apply.
