COUNTRY FINANCE MANAGER

We are looking for a seasoned finance candidate to join as Head of Finance in Nyota Tanzania Limited. In this role, you will provide
leadership and guidance to the Finance function, be accountable for the quality of agency and liner books and related reporting, ensure compliance with local tax and statutory regulation under Maersk Group COMMIT framework, maintain a strong local focus on net working capital, partner with local customers as well as suppliers, and ensure that the cluster’s result and performance measures are done on “one set of numbers”.
Reporting to the Managing Director and being a core member of the leadership team, you will play a key role in influencing the business priorities and overall business direction based on financial insights and expertise.
Nyota Tanzania Limited is an exclusive shipping agent for Maersk Line and Safmarine in Tanzania. Nyota Tanzania head-office is in Dar-es-Salaam, Tanzania and it has branches in Tanga and Zanzibar.
Key Responsibilities
• Accountable towards HQ Finance for local statutory reporting requirements are met and filed in accordance with local accounting policies.
• Manage local tax compliance for both local entities and liner companies operating in the cluster. Accountable for timely and accurate tax filing and settlements, as well as adherence with HQ instructions.
• Maintain an efficient work relationship with the off-shore service centre.
• Follow the control framework set by HQ Finance, ensure that control activities are properly executed in the agency processes (including fraud awareness) and provide feedback to HQ Finance on control deficiencies in the local environment.
• Accountable for dunning and customer contact within Tanzania. Ensure payments are made on time and per terms.
• Lead and manage credit review and performance of clients to make recommendations to the leadership team.
• Lead Business Finance team, control revenue leakage from waivers and write-offs and leverage team to provide customer yield analysis.
• Validate financial impact of business decisions including, accounting impact, cash flow impact, profitability, financial risk and tax exposure.
• Monitor agency cost and ensure adherence to people and administration cost budgets.
• Sign off monthly cost reports and constructively challenge expenditure where necessary.

Who we are looking for

• A solid financial educational background as Certified Public Accountant (CPA), Chartered Accountant (CA) or other accounting professional qualification equivalent to CPA (T) and recognised by accountancy professional institute/Board recognised by IFAC.
• Must be a registered member of NBAA or any other accountancy professional institute/Board recognised by IFAC.
• Master’s degree in Accounting and Finance will be an added advantage.
• Minimum 3 years’ related finance and accounting experience in an international organisation. Industry experience is preferred, but not a must.
• Substantial people leadership experience with a proven track-record of selecting and coaching finance professionals.
• Possess a high degree of analytical skills and is capable of combining strategy with financial insights.
• Strong commercial acumen to understand and challenge numbers based on a business agenda.
• Experienced in working closely with offshore teams in shared-service centres.
• Excellent English proficiency.

TRADE POLICY AND FACILITATION DIRECTOR

The job holder will be responsible for aligning trade policy and international trade practices and goals under TMEA’s strategy. S/he will be the technical lead on trade policy and facilitation related support to country offices and partner organizations as needed; work around the post-Bali WTO Trade Facilitation Agreement; and related Trade in Services components or capacity building projects for Revenue Authorities. The job holder will also support implementation of integrated border management (IBM) and one stop border post (OSBP) projects in collaboration with the Director, Customs and Integrated Border Management.

The position will lead and coordinate TMEA’s involvement in Aid for Trade discussions with a view to increasing TMEA’s regional and global visibility with regards to practical application of Aid for Trade on the ground. Part of his/her responsibility will be to closely manage the information nexus on trade policy, trade facilitation, and related issues between the EAC Secretariat and TMEA’s regional and national programmes, including occasional oversight of TMEA-funded Technical Advisors at the EAC Secretariat and Country Programmes working on customs and trade related matters. S/he will develop and maintain strong working relationships with the heads of Trade and Trade policy teams in Regional Economic Communities, particularly the EAC, and other multilateral trade organizations such as WTO, UNCTAD, ITC and EIF as well as non-governmental trade organisations.


The ideal candidate will possess a Master’s Degree in Economics, Development Studies, International Trade, Planning, Finance, Management or other relevant field. Trade Policy and International Trade qualifications will be a distinct advantage. S/he will have at least 10 years’ management experience in leading the development and delivery of Trade and trade-related capacity development programmes to enhance the capacities of developing countries in trade policy development, formulation and implementation trade facilitation reforms, regional integration, and support to national governments.

Background

UNICEF Tanzania is recruiting a Field Support Specialist who will be working under the leadership/ guidance of Chief Field Office Iringa, responsible for the planning, implementation, monitoring and evaluation of programmes within the UNICEF supported districts of Mbeya, Iringa and Njombe Regions from the field office base in Iringa. This post also has a sectoral focus on Health as well as cross-sectoral responsibilities.


Major Accountabilities

• Designs, prepares, implements, monitors and evaluates assigned programmes. Analyses and evaluates data from the UNICEF supported districts of Mbeya, Iringa and Njombe Regions to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/ or introduction of new approaches, methods and practices in project management and evaluation.'
• Contributes to the preparation of documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, focusing on district profiles and AWPs for the health component of the UNICEF supported districts of Mbeya, Iringa and Njombe Regions
• Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategies to support and/ or advocate programme development across sectors.
• Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to local government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).
• Develops and maintains partnerships with government and national and international
Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.
• Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Chief of Field Services as required.
• Participates in the development of sectoral workplans, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.

Expected Qualification and Experience

• Advanced university degree in one or more of the disciplines relevant to the following areas: Health; Primary Health Care, Public Health or a Social Sciences fields relevant to international development assistance. Specific focus on monitoring is desirable.
• Five years of progressively professional work experience at national and international levels in field programmes relevant to Health programmes and overall project monitoring and management.
• Experience working in the UN or other international development organization an asset.
• Experience in national and sub-national level development assistance is an asset.
• Experience with addressing gender disparities and asset.
• Background/familiarity with Emergency an asset.
• Fluency in Swahili and English, spoken and written.
