On behalf of Mwalimu Julius K. Nyerere University of Agriculture and Technology
(MJNUAT), Public Service Recruitment Secretariat invites qualified Tanzanians to
fill 82 vacant posts in the above Public Institution.

In addition, the candidate must have a GPA of at least 4.0 out of 5.0 at Masters
Level.

At least one year of industrial/field experience in the relevant disciplines/fields
shall be an added advantage.

1.17.0 ADMINISTRATIVE POSITIONS
1.18.0 CHIEF LEGAL/ CORPORATE COUNSEL - 1 POST
1.19.0 DUTIES AND RESPONSIBILITIES
 Provide statutory service for the Council in accordance with the Mwalimu Julius K.
Nyerere University of Agriculture and Technology Charter, by-Laws,
Regulations, Senate and other legal requirements.
 Prepare Annual Budgets for the Council and other statutory Committees.
 Serve as the Custodian of the University Seal.
 Serve as Custodian of legal documents including contracts that the University has
entered with individuals, organizations, institutions etc.
 Serve as overall in charge of the Legal Services Unit.
 Provide legal advice to the University and the management.


 Liaise with the High Court and subordinate courts, various institutions,
Government Ministries and Departments on legal matters.
 Assist the Vice Chancellor to respond to legal inquiries about University
operations.
 Review and propose the necessary amendments to MJNUAT legislation.
 Educate other members of staff and students on their legal rights and
responsibilities.
 Approve annual work plans of subordinates and ensure their implementation.
 Carry out staff performance appraisals for subordinates and recommend staff
development plans.
1.20.0 QUALIFICATIONS AND EXPERIENCE

Master /PhD Degree in Law or equivalent qualification.

The candidate should already have been admitted to the bar as an advocate of
the High Court in Tanzania and at least twelve years of work experience; with at
least five years of experience at a senior management position in a reputable
institution.

The successful applicant will be the head of the legal unit.

1.26.0 DIRECTOR OF THE DIRECTORATE OF HUMAN RESOURCES AND
ADMINISTRATION - 1 POST
1.27.0 DUTIES AND RESPONSIBILITIES
 Be In-charge of the Directorate and an Overall in-charge of Human Resource
Management at the University.
 Advise the Deputy Vice Chancellor-Planning, Finance and Administration on all
matters pertaining to administration and human resource management.
 Develop, review and oversee the implementation of human resources policies,
rules and regulations of the University by providing professional guidance
to other University organs i.e. Colleges, schools directorates, institutes,
departments and sections.
 Develop effective policies and procedures for hiring, training, deployment,
development, and retention of high quality human resource.
 Develop comprehensive human resource management manual.
 Carry out regular human resources audit and inventory of current and needed
skills in the short-, medium- and long-term.
 Prepare short-, medium- and long- term human resource training programs.
 Develop and maintain policies for maintenance of good institutional and industrial
relations.
 Monitor and liaise with other employers to ensure MJNUAT’s competitiveness in
the labour market.
 Develop and advise on suitable remuneration packages.
 Develop and administer periodic performance and salary reviews.
 Prepare, coordinate, and consolidate human resource projections, annual work
plans and budgets.
 Interpret human resource policies and service regulations.
 Prepare quarterly reports for the University management meetings.
 Provide guidance in relation to staffing, compensation, staff development and staff
relation services in accordance with the approved policies.
 Plan, direct and co-ordinate all activities in the Human Resource and
Administration Unit in an effort to reach and maintain maximum levels of
employee productivity and creativity of the entire workforce.
 Develop objectives, strategies, plans, policies and programmes in the areas of

development,
compensation, benefits personnel policy and employee and labour
relations.
 Create, monitor and control a Human Resources Information Systems that meets
the top management needs.
 Review and monitor all staff information including employment records and salary
adjustments for incorporation in the payroll on monthly basis.
 Co-ordinate employees’ recruitment interviews and selection process.


 Recommend an effective and efficient organization structure and development
plans in line with strategic objectives.
 Ensure compliance to service and University regulations and human resources
policy with regard to human resources and administrative matters.
 Ensure compliance to conditions attached to employees’ retirement benefits
schemes.
 Ensure a safe, productive and innovative working environment for all employees.
 Establish and enforce University policies on performance review and provide
complainant channels for employees’ grievances.
 Keep top management up-to date on changes in labour laws, which may have
some impact on MJNUAT operations.
 Carry out job evaluation for vacancies; coordinate the process of conducting a
salary review in MJNUAT and advice on staff salary structures and
remuneration packages.
 Ensure that discipline is maintained at the work place and that, employees’ talents

 Develop methodologies for data collection on various aspects of University
operational programmes.
 Participate in the preparation of estimates for capital development.

 Professionally registered candidate with Master/PhD Degree in Engineering (Civil,
Electrical, Construction, Environmental); Architecture; Building Economics,
Land Management and Valuation or any other related fields.
 He/she must have ICT skills; at least twelve years work experience in Estates
Management, Architecture, Civil or Construction Engineering fields; with at
least five years of which must be at a senior management position.
 The successful applicant will be the head of the Estates Directorate.
